The Implementation Support Mission (ISM) of the World Bank for the Actions to Strengthen Performance for Inclusive and Responsive Education Program-for-Results (ASPIRE) commenced its engagement with federal and provincial stakeholders to review the implementation and operational progress of the ASPIRE Additional Financing.

The mission, being conducted from September 15–21, 2026, includes meetings with relevant federal and provincial government departments and the Program Coordination Unit to take stock of implementation progress, review work plans and financial utilization, assess Results Framework indicators, discuss technical implementation matters, and review progress under the Program Action Plan.

From Balochistan, Secretary School Education Department, Government of Balochistan, Mr. Lal Jan Jaffar, attended the meeting along with Project Director PMU-BESP Mr. Hafiz Muhammad Qasim, Chief Planning Officer Mr. Abdul Khaliq Achakzai, Additional Secretary Mr. Syed Ahmed Domer, and members of the PMU-BESP team, who participated online.

The World Bank mission was represented by Ms. Maliha Hyder, Task Team Leader/Education Specialist; Mr. Koen Martijn Geven, Senior Economist; Mr. Akmal Minallah, Senior Financial Management Specialist; Mr. Rehan Hyder, Senior Procurement Specialist; Mr. Shan Rehman, Social Development Specialist; Mr. Alphonse Emadak, Senior Environment Specialist; and Ms. Nimra Tariq, Education Consultant.

During the meeting, participants reviewed the implementation status of the ASPIRE Additional Financing against the federal and provincial work plans, including progress in the utilization of funds since additional financing became effective. Discussions also covered the achievement of Results Framework indicators, technical aspects of implementation, and progress on actions identified under the Program Action Plan.

The engagement provided an opportunity for the Government of Balochistan, PMU-BESP, and the World Bank to review progress, discuss implementation priorities, strengthen coordination, and identify the way forward for effective delivery of the Program.

The PMU-BESP remains committed to supporting coordinated and results-oriented efforts to strengthen education systems and contribute to improved, inclusive, and responsive education outcomes in Balochistan.
